What is it?

After the SEND reforms in 2014, there was a requirement of local authorities to provide a local offer. It is a publication of what the  local authority expect in provision for children and young people with Special Educational Needs and/or Disabilities (SEND) and their families. This is to cover education, health and social care for all children that have SEND, whether they have an Education Health Care Plan or not. 

Stockton, along with all local authorities was expected to have a local offer published by the 01.09.2014. With anything that is new there is difficulty in knowing what works, what doesn't and how best to approach the task ahead. As such Stockton decided to relaunch their local offer.

What have we done?

Over the course of more than a year, SPCF have been part of a professional group tasked with making the local offer more accessible, visually attractive and appealing as well as being fit for purpose. After a figuring out what Stockton wanted from its local offer, the development company was called in to consult on what they were able to achieve.

In autumn of 2018, Joanne Vance was put in post to lead on the local offer. Joanne has regularly come and met with the Parent Carers in the area, gone through the local offer with them in detail and asked for any feedback. Parent Carers were extremely responsive and it was great to see that their views were taken and acted on in quickly. SPCF Reps have also been offered the opportunity to become SOLO (Supporting Our Local Offer) Champions.

The local offer was officially relaunched on the 31st January 2019.
